The electricity tariff in Montenegro isn't flat — it's tiered, based on annual consumption volume. According to Monstat: up to 1,000 kWh per year — 10.1 euro cents per kWh; 2,500–5,000 kWh — 9.6 (the cheapest tier); 5,000–15,000 kWh — already 10.4; and at consumption above 15,000 kWh per year, the tariff jumps to 16.1 euro cents — almost one and a half to two times more expensive than the base rate.
At the same time, according to the same data, 56.6% of households in the country consume less than 1,000 kWh per year — which clearly points to a large amount of seasonal, non-year-round housing. Only 2.2% of households fall into the most expensive top category. The practical takeaway: if you move into an apartment full-time and heat it with electricity all winter, you might unexpectedly find yourself in a higher, pricier tariff tier — exactly what someone who anchored on the average Montenegrin kilowatt price wouldn't expect.
How much heating can actually cost — with real numbers
We've already written about a real study by University of Montenegro engineers measuring apartment energy consumption. It has a direct application to electricity bills too. According to the authors' calculations for the coastal climate zone, a typical apartment with uninsulated walls and ordinary airtightness consumes about 155 kWh per square meter per year for heating, cooling, and auxiliary needs. With improved insulation and airtightness, that same figure drops to roughly 67 kWh per square meter per year.
Applied to a hypothetical 60 sqm apartment: in the first case, that's about 9,300 kWh a year for climate control alone — already the top, most expensive tariff tier. In the second case, it's about 4,000 kWh a year, which fits within the cheapest tier. Based on a rough calculation using these figures and Monstat's tariffs, the difference in cost for heating and cooling alone could run to several hundred euros a year — and that's without counting lighting, appliances, or water heating. When selling an apartment, developers rarely offer a realistic range for heating and cooling costs — they stick to a general phrase like utilities are low, which is technically true for the tariff, but doesn't account for how many kilowatt-hours a specific building will actually require.

A combination of quality wall insulation, energy-efficient windows with a protective coating, and an air-to-water heat pump for heating through underfloor heating instead of air conditioners for heat.
