Bar or Budva: Where Is the Better Place to Buy Property in Montenegro in 2026?

Bar or Budva: The Brief Answer

Bar and Budva are located on the same coast, but they are suited to different property-buying
strategies.

Budva is Montenegro’s largest tourist centre, with strong international recognition, a well-
developed short-term rental market and consistent demand for homes near the sea. At the same
time, buyers face higher prices per square metre, heavy summer traffic, noise and significant
pressure on the city’s infrastructure.

Bar is noticeably calmer and more spacious. The cost of entering the market is lower, there is
more land available for future development, seasonal pressure is less intense and the city is more
comfortable for year-round living. However, tourist demand and short-term rental rates are
generally lower than in Budva.

The overall conclusion can therefore be expressed as follows: Budva is generally better suited
to buyers focused on holiday rentals and a highly liquid resort location. Bar is more
suitable for those seeking a property for personal use, long-term ownership or investment
in a city with further development potential.

The Main Difference Between Bar and Budva

Budva has developed for decades as Montenegro’s principal seaside resort. Its beaches, nightlife,
restaurants, hotels and a substantial share of the country’s short-term rental accommodation are
concentrated there. During the high season, the city’s population increases several times over,
and much of its economy begins to operate primarily for tourists.

Bar is organised differently. It is not only a resort, but also a fully functioning year-round city
with a port, railway, hospital, schools, government institutions, shopping centres and ordinary
everyday life that continues after the tourist season ends.

This distinction should be the starting point for any decision. The buyer is not simply comparing
two apartments on the Adriatic coast. They are choosing between two models of property
ownership and two different ways of life.

Where Is Property More Expensive?

According to official MONSTAT statistics, the average price per square metre for newly built
residential property across Montenegro’s entire coastal region reached €2,570 in the fourth
quarter of 2025. However, the official statistics combine Bar, Budva, Kotor, Tivat, Ulcinj and
Herceg Novi and do not publish separate average figures for each city.

To compare the two cities directly, it is therefore necessary to use property-listing data.
According to Estitor’s analysis for the second quarter of 2026, the average asking price for an
apartment in Budva was approximately €3,309 per square metre. Prices in certain premium
developments and central districts are considerably higher.

Current listings in Bar are generally priced at a lower level. For example, for one of the larger
listing segments, the portal indicates an average of approximately €2,746 per square metre.
These figures represent asking prices and not necessarily the final prices agreed in completed
transactions.

For a 60-square-metre apartment, the difference between even these average benchmarks can
exceed €30,000. In practice, the gap may be even wider when comparing new developments of a
similar standard, particularly apartments with parking, a terrace and an open view.

Budva is more expensive for understandable reasons. Buyers pay for the resort’s reputation,
limited supply in the most desirable areas, its large tourist flow and a more established short-term
rental market.

Bar offers a different balance. With a comparable budget, buyers can often obtain a larger
apartment, a newer building, a parking space, a quieter location or more advanced engineering
and technical specifications.

Where Are There More Tourists and Stronger Demand for
Short-Term Rentals?

In terms of tourist demand, Budva is clearly stronger.

Montenegro welcomed approximately 2.73 million tourists in 2025, generating more than 15.36
million overnight stays. Almost 96% of all overnight stays were made by foreign visitors.

Budva traditionally attracts the largest share of the tourist flow along the coast.

This gives apartment owners in Budva several advantages. A property is easier to market on
international booking platforms, the city is already familiar to tourists, and the high season
allows owners to charge higher nightly rates. Apartments close to the sea, the Old Town, beaches
and the central tourist infrastructure usually perform best.

However, high potential revenue is not the same as net investment return. Purchase prices are
also higher in Budva, competition among thousands of rental properties is stronger, management
is more expensive and seasonal wear on the apartment can be more significant. Income also
depends heavily on the specific neighbourhood, renovation quality, distance from the sea,
parking availability and professional management.

Bar receives fewer tourists, so it would be unrealistic to expect the same occupancy levels and
peak summer rates as in Budva. On the other hand, the initial purchase cost is lower, while rental
demand may be distributed more evenly throughout the year because people come not only for
holidays, but also to live, work or relocate for a longer period.

For a purely tourism-based rental model, Budva generally appears more convincing. For a mixed
strategy combining personal use, medium-term rental and eventual resale, Bar may offer a more
balanced option.

Where Is It More Comfortable to Live All Year Round?

Budva is convenient as long as the buyer is comfortable with the rhythm of a major tourist resort.
The city becomes quieter during winter, but the situation changes in summer. Traffic congestion,
insufficient parking, noise, dense tourist flows and heavy pressure on the beaches become part of
everyday life. These effects are particularly noticeable in the centre, near the seafront and along
the main tourist routes.

For a holiday lasting a few weeks, this intensity may be an advantage. There is always something
happening nearby, and restaurants, clubs and entertainment venues remain active. For permanent
residence, however, the resort atmosphere does not suit everyone.

Bar maintains a more even rhythm throughout the year. Everyday practical tasks are easier to
manage, the city is less dependent on the tourist season and the urban environment generally
feels more spacious. Broad streets, lower-density development and the availability of non-tourist
neighbourhoods allow buyers to choose between the city centre, quiet residential districts and
suburban locations.

This does not mean that Bar has no summer traffic or parking problems. They exist there as well,
particularly in coastal areas. However, the scale of the seasonal pressure is noticeably lower than
in Budva.

For families with children, remote professionals, retirees or buyers planning to spend most of the
year in Montenegro, Bar is generally the more practical choice.

Which City Has Better Infrastructure?

At first glance, Budva may appear to have the advantage because of its large number of
restaurants, hotels, shops and entertainment venues. For tourists, that is indeed the case.

However, infrastructure for holidays and infrastructure for permanent living are not the same
thing.

Budva offers a highly developed service sector, numerous restaurants and cafés, private clinics,
schools, sports facilities and convenient access to Tivat and the Bay of Kotor. Its main
disadvantage is the heavy pressure on the road network and the limited space available for
further expansion in the central part of the city.

Bar has its own hospital, railway station, port, schools, government services and large retail
facilities. The railway connects Bar with Podgorica and onward to Serbia, whereas Budva has no
railway connection.

For a property owner, this means that Bar functions as an independent regional centre rather than
simply as a tourist destination on the coast.

Which City Has More Room for Future Growth?

Budva is already densely developed. Available land in its most desirable districts is becoming
increasingly scarce, while new residential projects are moving onto the surrounding hillsides and
farther away from the city's traditional centre.

This limited supply helps support property values and may contribute to further price growth. At
the same time, it also increases the risk of traffic congestion, higher building density and the
gradual loss of open views.

Bar has significantly more land available for future development. The city still has room to
expand not only vertically or onto surrounding hillsides, but also through the gradual extension
of existing residential areas.

For investors, this creates both opportunities and challenges. A city with substantial development
potential can attract new infrastructure, businesses and residents. On the other hand, a larger
supply of land also means that the number of new residential projects may continue to grow.

For this reason, buyers in Bar should focus not simply on purchasing an apartment, but on
selecting a project with a strong location, high construction quality and distinctive features that
will remain valuable even as new developments enter the market.

Which City Offers Better Property Liquidity?

Budva enjoys greater international recognition. Foreign buyers usually already know where it is
and why tourists visit the city. This naturally broadens the pool of both future buyers and
potential tenants.

A well-priced apartment in a desirable part of Budva, supported by clear legal documentation
and good overall condition, generally remains a highly liquid asset. However, strong liquidity
should not be taken for granted. Apartments without parking, with poor access, unauthorised
alterations or unrealistic asking prices may still remain on the market for an extended period.

Bar is currently less well known internationally. At the same time, its lower purchase prices
make property accessible to a wider range of buyers, while the city's ongoing development
continues to strengthen domestic demand.

Over the long term, Bar's liquidity will depend largely on how quickly its infrastructure, tourism
sector and residential environment continue to evolve. This makes the selection of the right
development particularly important.

Which City Has Greater Investment Potential?

Budva and Bar represent two different types of investment opportunity.

Budva is a more mature property market. Its advantages are already well established and are
largely reflected in current prices. Buyers gain access to a strong tourist brand and an established
rental market, but they also enter the market at a higher price level.

Bar remains at an earlier stage of development. Property prices are lower, the city continues to
expand and the price gap compared with Montenegro's more expensive coastal destinations
leaves room for future appreciation. This strategy, however, requires patience. Price growth may
not be uniform, and short-term rental performance may not immediately match Budva's.
If your primary goal is to generate tourist rental income immediately after purchase, Budva will
generally be the more predictable choice.

If your objective is to acquire a high-quality property at a lower entry price and hold it for five to
ten years, Bar may offer a more attractive balance between purchase cost and long-term growth
potential.

Bar or Budva for Families with Children

For families, choosing a property involves much more than proximity to the beach or sea views.
Schools, healthcare, shopping facilities, parking, noise levels, safe pedestrian routes and
comfortable year-round living all play an important role.

Budva may suit families who enjoy being close to the centre of resort life and are comfortable
with the increased activity during the tourist season. Even then, it is advisable to avoid the
busiest streets and to assess travel times to schools and essential services during the summer
months.

Bar is generally better suited to families planning permanent residence. It is easier to find quieter
neighbourhoods, larger apartments and a more relaxed urban environment. Within the same
budget, families will often obtain more living space as well as a more spacious setting around the
building.

Bar or Budva for Property Investors

For investors focused exclusively on short-term holiday rentals, Budva usually has the
advantage. Its strong tourist flow, international recognition and high seasonal demand create
greater revenue potential when the right property is selected.

For investors seeking long-term capital appreciation while reducing their initial investment, Bar
may offer a more attractive opportunity.

The quality of the property itself is particularly important.

A standard apartment with no distinctive features will compete with hundreds of similar listings
in either city. A development offering modern engineering systems, carefully designed common
areas, secure parking, excellent sound insulation and infrastructure suitable for year-round living
is far more likely to retain its value regardless of market conditions.

Bar vs Budva: Summary Comparison

Which One Should You Choose?

There is no universal winner.

Budva is generally the better choice if your primary objective is short-term rental income, strong
tourist demand, international visibility and easier resale to a broad market.

Bar is usually the better option if you are buying a home for permanent living, for your family,
for long-term ownership or as an investment in a growing city with a lower entry price.

The most common mistake is choosing a city based solely on photographs of beaches or
expected rental income.

A far better approach is to define your personal strategy in advance.

How much time will you spend in the apartment?

Who will your future tenants be?

When do you plan to sell?

What type of urban environment will genuinely suit your lifestyle?

Once these questions have been answered, the choice between Bar and Budva becomes much
clearer.
